The Division of Child Support (DCS) provides child support services including locating absent parents, establishing paternity, establishing child support orders, modifying and enforcing child support orders, and receiving and distributing child support payments. The Program has implemented new Child Support Guidelines. The new guidelines are effective January 4, 2010. There are new Child Support Guideline Rules, a new Child Support Calculator, and new worksheets and instructions. A summary of changes to the guidelines is available. NOTE: Updates and enhancements to the online calculator have been made on June 1, 2010 to increase its functionality and ease of use, based on feedback from our professional partner community. For details on what has changed, please click on the new "What's New" section on the Child Support Calculator.
WHY? Due to budget shortfalls, most state agencies must close for ten days in the next two years. State employees cannot report to work or be paid on scheduled 'furlough' days (see state office closure dates). Note: County District Attorney offices for child support will remain open, unless otherwise announced in your local area.
HOW WILL THIS AFFECT MY CHILD SUPPORT CASE?
PAYMENTS: DCS branch offices will be closed, except for our central office where child support payments are processed. To avoid further delay of child support payments following the Thanksgiving Day holiday, a limited number of DCS managers will be working to process child support payments.
LEGAL ACTION DEADLINES: We realize that there will still be some legal due dates and court actions taking place on these scheduled furlough days. If you have an important deadline coming up, please make arrangements to contact your child support office prior to this office closure, or immediately following any such closure to discuss your options with a case manager.
CAN I STILL RECEIVE 24-HOUR PAYMENT AND CASE STATUS INFORMATION? Yes. Just like you can on holidays and weekends, you may obtain 24-hour payment and case status information by telephone or on-line at any time. Contact us.
WILL THERE BE OTHER CLOSURE DATES? Yes. DCS and other state agencies will be closed and employees 'furloughed' on the following dates. This is in addition to state holidays.

Are you a parent who has experienced an employment-related change of income? You may qualify for a temporary modification to your child support. You may also contact your caseworker about your eligibility for this program.

Changes to OARS
DCS Recession Response Program
On May 6th, 2009 Attorney General John Kroger declared that Oregon is in a period of significant unemployment for purposes of establishing and modifying child support obligations. This declaration allows the Oregon Child Support program to move more quickly to temporarily modify support for parents who have experienced an employment related change of income. Under Attorney General Kroger's leadership, the practitioners within the Child Support Program developed a proposed expedited modification process. The legislature authorized this process in response to the current economic crisis with the passage of House Bill 2275. These modifications are temporary and are anticipated to last six months. Regular review and change of circumstance modifications are still available though your local assigned support office.
